It seems like anonymous surfing in China wouldn’t be legal, right? After all, the websites you can’t access are banned, so the materials to unblock them would be banned to. Well, as an expat who’s been in China for many years, I can say that not all banned things in China are actually illegal. You can’t kill tigers, but I know a guy who ate one last year (2011). I’m not kidding. He didn’t eat the whole tiger, but you get the point. It was old and from a reserve. They had it shot and flown in (from the North of China to Guangdong). That’s another story. The point is that if some guy can shoot and eat a Tiger and not get in trouble, then anonymous surfing with a VPN won’t be a problem.
